You might try turning off “Wi-Fi Assist” (Settings –> Cellular). The information below the item (on my iPhone running 26.5.2) implies that iOS will attempt to use cellular data if your Wi-Fi connectivity is poor if the option is on.

I would not be using Starlink for anything. Unless I wanted all of my data stolen by Elon Musk.

I checked and it is already off. The tip though - learned something new.
