It can take some experimentation to find an over the ear headphone that fits comfortably with your hearing aids in. If you want a wired solution (and not the use of speakers) that might be the only option.
You mentioned that you use a dongle with a desktop computer. Does the dongle have clear line of sight to the right aid (assuming that is the one set to receive Bluetooth)? If not, have you tried a USB extension cable and moving the dongle to be closer to you, away from the computer case and other USB ports, and have clear line of sight to the aids? That might improve the Bluetooth signal enough until you find a better solution.
Do not underestimate the connection strength using proprietary tv streamers versus classic Bluetooth. If you have a cooperative audiologist they met let you test it out.

Just a tip may or may not help; I had this issue with my Lenovo Laptop; I found it was my bluetooth mouse; if I want to stream to the aids I have to turn the mouse off & use the trackpad. Rock solid when the mouse is off or not connected.

You mention these are not rechargable. There are direct audio input shoes for some hearing aids. A special 3.5mm audio cable can be connected to the DAI shoe. I’m not sure whether this can work with your aids or would accomplish what you want.
